Free users are your absolute worst users and they incur the most cost. Paid users rather than just paying their fair share have to generally have to pay exorbitantly. So if you make it cheap enough to run the service, then then it's not a problem. And then as long as you would be really careful about like abuse, abuse is the hard thing.
