I suspect this very esoteric calendar system was probably invented in the early days of Maya civilization, not in 3114 BC. There were no real Maya cities or writing going on then. They wanted to create a system of time that was scalable so they could go back and create narratives about history but also project forward. It does sound like there are structural similarities between the way they thought about these things and what I am more familiar with in European history.
