Climate Change Litigation - Is the International Court of Justice a Factor?

Most of the litigation has been brought before national courts but there is a growing body of cases before international courts and tribunals. There's an effort led by Vanuatu and others to try and get the international court of justice to give what's called an advisory opinion on the obligations that states owe to one another with respect to climate change. A couple of cases that are currently pending before the European Court of Human Rights will be really, really pivotal in what happens at least in Europe but probably beyond Europe in the next few years on climate change mitigation.
