How to Affect Church Attendance and Lateness

Cultural backgrounds seem to have a big intent, big impact on attendance and lateness. How do we work out what is simply cultural and what is the sinful aspect of culture that needs to be transformed by the gospel? There's some two biblical tools that will be great to use.
