Iran and the Sunni State - Is There a Shia Block?

Iran is very deeply threatened by the presence of a shia state next door that does not have an ideological theocracy in power. And the process of political democracy is extremely threatening. So i would not automatically assume that because iran and irarc happen to be shea and neighbors, that there's somehow an automatic co operation between the two to d stabilize the sumny order.
