PAPA, a company valued at $1.4 billion, uses independent contractors to care for elderly members of health plans it contracts with. CNN's John Sutter reviewed more than 1,000 incident records from the company and found that its workers are often sent into situations they're unprepared for. The gig economy is not the right model for this sort of business, Sutter says.
