Vickers was the official arms manufacturer of the British army and he's selling guns to the Boers who are murdering British soldiers. And then he sells a bunch of weapons to the Japanese who then beat the Russians in a very surprising war. The Zechar provided over six hundred and twenty million dollars for rearming. All the armament makers in the world flocked to St. Petersburg. Above all Russia had to start at the bottom and completely rebuild her shattered armies.
