The ocean was seen as something unknown and scary. A lot of people had really rightful fears about the ocean, especially when you have liked so little technology to know what's going on below you. Ah, at the end, it's sort of that assurance that god wil will bring the chaos and the brokenness of this world,. whether it be human sin or the pollution of our othe natural resources.
