Why Is Securitization Failing?

The impacts of climate change are being felt today, although rising temperatures disturbed weather patterns. But the really catastrophic impact that we are told is likely to come down the road will not be felt for many years to come. Why has securitization failed? The first reason clearly has to do with the temporal dimension of climate change. And I would argue it is actually a wise policy from an IR perspective not to rush into an emergency response.
