What Does Newtonian Mechanics Really Mean?

When we speak of the laws of nature, what can that mean except rules that accurately describe the operation of the material world? Or if you want to talk about forces that are not material, you can do that too. And so I want to say, by definition, if an event occurs where the atoms, the quarks, whatever level of analysis you want to employ, don't behave in accordance with our expectations, then it must be a miracle.
