The Future of the Tiered Reserve System
Norway and a swish national bank have adopted a tiered floor system. The safest way to ease out of a floor system is with a tiered system where essentially what you have is at the margin, you're back on a corridor system. Unfortunately, I don't see anybody at the Federal Reserve contemplating any move away from the floor system.
