David Lloyd George, the Chancellor of the Exchequer, made a speech on July 21 called the Mansion House Speech. In it, he included a sharp warning to Germany that Britain was not going to surrender its preeminent position. Clark: The Germans didn't reply for two weeks, which I couldn't figure out why would you not respond? This is just clumsy, inefficient.
