Ecuator first became a petro state under a military government in 19 72. And that government saw oil as key to to developing the country. They established a state owned oil company, which still exists today. But they also instituted a policy called colonization, which was a policy to incentivis people from the highlands of ecuador to move into the amazon and help coo develop the amazon.
