We tried to do sanctions as deterrence, which entailed being quite transparent about what the threat was. But then we were in a situation where, once deterrance fails, what you're doing is punishment by definition of how you do deterrance. And if it's punishment, it's hard to frame that as leverage or to link it to particular conditions. It's hard both to credibly communicate the conditions for sanctions relief and to explain to your publics why you're letting up the pressure on somebody who did all these horrible things.
