Is There Any Accountability in Presidents?
Congressional power is incredibly difficult. Getting a whole bunch of people from all sorts of different places to get along, have a conversation and agree to something is extremely difficult. So conversely, if they just allow the president to enjoy his first mover advantage and engage in an operation or avoid an operation, they can then sit on the side lines and say, you know, you should have acted quicker, or you shouldn't have acted at all. There's also probably that political disincentive tod not go too crazy. And it makes it very hard for anyone to deeply assess the validity of a certain policy.
