State Capacity Is Something Which Needs to Build Over Time
i think you have to learn state capacity is not something which you simply have or don't have. It's something which builds, which develops overtime. So when people see that the state is successful, then the state can be more successful in the future. I mean, india has done this with its a voting system, its democratic system. Ere india decides this is important, this is a priority. It can and it does. But there are limited resources. There are always trade offs. You can't do everything, so you need to prioritize.
