The Need for a Domestic Terrorism Statute
A domestic terrorism statute at the federal level would be a first step in filling that gap. There are 51 crimes that apply to domestic terrorism, but those are very specific and focus on use of explosives or attack on us Government officials. Same if it's not tied to a foreign terrorist organization with a vehicle; there's no crime that applies to use of a mass shooting to intimidate or coerce people into committing an act of violence.
