The First Step of the Process Hasn't Been Implemented.

There are two agreements which have been negotiated between the ucranians, the russians, and the separatists. They were supposed to be a series of measures which both sides of this frozen conflict would do a implement. The cease fire doesn't even hold,. So the first step of the whole equation has not been implementedd. That's why two of these agreements have been negotiated, but they've been to no effect. All of these negotiations have failed to deliver any results inter of peace to the region. And recently, there was even talk of the united states joining the platform.
