The lord's intention from the very beginning when he adopted this abandoned child was to establish and perfect his covenent so that the house of israel would be perfected in relationship with god. This won't be on account of anything great that jerusalem herself has done, but purely out of sheer divine mercy. As this relationship was established in remark pale divine grace, israel would finally discover the magnitude of its sin as it saw it as the gulf that the lord spanned in grace to reach her.
