People get, unfortunately, people have this vision that startups is all about pitching for money and stuff like that. And I go the exact same way that you probably pitched your student government for $250. Do something on the side, do a side hustle, do a website, do something which begins to give you the experience in a low consequence setting that doesn't cost any money. Those are this, that's how you build those muscles.
