Once you get to very low numbers, people start taking risks again because there's no risk of going out. And so the actual only way to stop it is that if they're not scared of the virus when it's down to two cases or three cases, you've got to make them scared of the police. A very bad solution is Sweden with an American welfare state. But if you go Sweden, you better also have the welfare state of Sweden.
