Is There a Culture of Poverty?

CNN's John Sutter talks about the economic decline in Appalachia. He says there are two explanations: systemic poverty and cultural issues. The former is a bizarre ethnic explanation, where he says that like the region is primarily Scots Irish heritage. "I think what he's actually advocating for, although he doesn't say it super explicitly, is fewer interventions by the government," writes Sutter.
