Is Tracking a Better System in Social Mobility?

The problem with tracking is you tend to end up on the same track your parents were. So it would be more combining. I think we're seeing all sorts of programs that are attempting to have skill development at high school level, sometimes bringing college level courses into high schools. We want to take advantage of the opportunity to impart skills at an earlier age than in the past.
