John Major was handed a peace process on a pit and didn't accept it. John Humanae came up with what became known as the Humadom's Agreement. And the Irish Prime Minister of the day, Albert Reynolds, gave that to John Major. The Downey Street Declaration arose out of that but both John and I made this point. It didn't deal with the core because what we needed was all of these equality guarantees and human rights protections. But we also needed the constitutional issues.
