What's Your Favorite Food?

Other countries already have an affordable universal system, such as norway. Norway provides longer hours at nursery for parents to go out to work. Its costs are capped at just a few hundred pounds a month. Do we want to focus on making sure children have the best start in life? Or do we need to provide a far more flexible system to look after children while their parents work? As is likely the case, do we want it all and build a system that can do both properly?
