The Ottoman State Is an Emotional State
In the modern period of the mustem broverot, the abdeami was bound by the authority of the shek of islam. That institution did its function even though its complicated and he couldn't move. The ottoman state has to have particular standing in the eyes of people that can have an emotional impact on the sultan himself. And that's something missing in the modern nation state.
