Pound's Drive to Change the World

One of the most famous and often quoted statements that Pound made about poetry around 1912-1913 is that poetry should be at least as well written as prose. So why did Pound think things needed to change? Was he looking at poetry just as well all art forms must progress or was he looking at other arts like painting and saying well those are all moving in this direction. I can see modernism coming but poetry just isn't there.
