Czars are totalitarian rulers in a way that very few governments have ever been. By the modern era, being a czar is not like being a king. The vast majority of people in russia are serfs. They are pretty close to slaves. And they pay taxes to the czar and in exchange, the czar uses those taxes to exercise more power. It's an absolute monarch of the entire country. I mean, e l m scheme is absolutely feudalism right?
