The Ukraine Crisis Is a Gigantic Humanitarian Emergency

Putin has been pretty clear in his public statements that Ukraine is an artificial country. He's got the Russian Orthodox Church behind this, and so he has put himself in a position where short of outright defeat, his room for maneuver is very, very limited. The one move the U.S. could take to possibly push the Ukrainians to the table is to cut off military assistance and economic assistance. But there's no indication that I can see that either side is willing to even sit down at the table let alone begin a substantive discussion about how to end this.
