Introduction
Bonnie Glaser: China's use of industrial policies is not new, nor is it unique to China. She says the Chinese Party's state has provided systemic support to frontier technologies in recent years. There's no official numbers on how much the Chinese state is spending on various subsidies; one estimate ranges from 1.7 to 4.9 percent of GDP. The success of these costly measures is at best uneven, especially in the crucial semiconductor sector, she says.
