Is There a Cultural Change?

There's not really, there's no legal requirement that like school set up a free speech br racy to monitor violations of free speech and eto. It's not actually a legal for a private institution to just censor its kids willy nilly. But it is illegal for them to allow harassment, however i that's defined. So it's totally rational for private institutions of all sorts, including college campuses, to be very, very censorious.
