The biggest flow of migrants in recent months has not come from Central America. It's actually come from Venezuela, Colombia and Cuba. We have all these people who are applying for asylum and we don't have anywhere near enough judges to process them. So we've created this situation where they end up living in gyms. And no one has been willing to invest the money that's necessary toprocess them.
