The Emergency's Act Created an Exclusion Zone

Tow trucks had already been lined up in Ottawa by the time the emergency's act was passed and or the emergency was declared. The tow trucks were already there and ready to go but there were these extra indemnities and powers and anonymity and stuff that was convenient to offer to them so they would have towed the trucks anyway. It just was handy to have indemnities that they could offer it made it so the the the bill was paid by the federal government i guess or so you know some streamlining of stuff like that.
