United signed good players but paid too much and didn't have enough money to address the needs that they had. A lot of these failings I think stem back to either the manager and what the manager was trying to do or the vision the manager had. There is some level of conflict between what the manager wanted to do and what the board wanted to do, which speaks to organizational dysfunction.
