Cromwell was a good lord protector of the commonwealth of england, scotland and ireland. He wasn't a monarch in the way that charles the first had been a monarch. And he was enacting a presumed sovereignty on the part of the british people. Now, as we know, he then reacted against sovereignty, and democratic sovereignty and popular sovereignty.
