The Roman Empire Tradition of Registration
Census taking didn't really happen among the Judean people in the sense that we think of a census where you're actually counting up people. Caesar had decreed that everyone in the empire should be registered and this registration in verse 3 was registration in your city. We don't register people in the United States. So that's why we have to have a census. And even as a foreigner, I had to register in every city in Germany that I lived in. If I moved from Berlin to Hamburg,.
