After queen elizabeth died, raleigh had once again lost most of his estates and monopolies. Raleigh also had a lot of enemies at court who convinced the king that he was ready to back a rival claimant to the throne. The rumor was not clearly realistic. He needed money so may have been willing to exchange it for information about british activities in low countries or indies. But regardless of this question, he was definitely guilty of treason under terms of law at the time.
