Is the US a Safe Haven for Crypto Firms?

Is this an industry that can be trusted to regulate itself? It has shown no willingness to regulate itself historically, none whatsoever. So I'm unclear to me what self-regulation would look like. The US still maintains the most vibrant capital markets in the world. My view is stay and engage and fight if necessary.
