The Importance of Countervailing Forces in Crisis

I do think that anecdotally is true. The first time this came up in the Obama administration, I feel like there was much more palpable anxiety. But we have to reckon with the countervailing forces, which are very substantial. So it's a little bit like the COVID drama, where we never really got to the apocalypse. We flattened the curve. In a sense, there's a story here about panic, curve, flattening.
