In the technical phase, I usually use cheaper quality. tier four countries, like Indonesia Philippines and countries where you can get low CPI's because you are only trying to get the technical stack ready. Then if you're measuring retention, Iusually use European countries and depends on the actual genre of the game. And then when moving to the monetization stage, UK, Germany or something else, not Australia and Canada anymore. It's super expensive and everybody's soft launching there.
