In practice, the problem is that whenever something gets proposed by one party or a member of one party, the people in the other party tend to take a reflective stand against it. I mean, i hope that a r c does not introduce this legislation for precisely the reason that you suggest,. Or at least until she has a sort of surprising republican co sponsor. And again, i think the challenge here is really building that broad coalition at the start. But could it happen? Absolutely.
