Robert Cook was a leading pediatrician at Johns Hopkins University during the 1960s, 50s and 60s. He himself had two daughters who had significant developmental disabilities. Eunice Kennedy Shriver wanted to improve support for children with developmental disabilities like his own daughters. The Kennedy family also had a child, an adult, at this point, with disabilities - Rosemary Kennedy.
