Are the Russians Using These Open Frequencies?

The russian army is using communications that literally anyone with a ham radio could pick up. We have one recording of troops in an armoured column who can be heard saying that they've been ambushed, as their vehicles come under fire and their commander has been killed. And we're also hearing reports that the german intelligence services have intercepted radio communications between Russian soldiers talking about shooting civilians. So i would expect that a modern military would have more encriptive methods of communication. It's quite doubtful that the russians could actually develop a better system given that it looks like the entire budget phrase art was only about 250 million dollars. I imagine this is an incredible strategic boon for the uc
