The Importance of Externalities in Design

There is where the markets failed to internalize the cost we're paying via data and the misuse of data under the surface. So governments have stepped in there to highlight that externality, which is both a positive and a negative externality. But it's really hard then to define what would my responsibility as a designer be? I guess some startups would like to see themselves as taking responsibility for that.
