Measurement, a Tool of the State
The nilometer was a device used by the ancient egyptians to measure the depth of their floods each year. It allowed them to predict when how good these floods were going to be, and that they measured the depth of the flooding with them each year. So this is measurement as a tool for predicting the future. And i think this comes back to what i said earlier, about measurement being a tool of nation.
