Is the City's Park Band Policy Legally Justified?

The Restricted Access to City Parks Policy allows the city to ban folks from parks based on certain violations. There's nowhere in the policy that says when a person has committed or that defines what a violation of any of these rules are. And so it's strange that you can ban someone based off of an felony charge that hasn't even been fully litigated.
