Is the Federal Management Policy Act in Conflict With the National Forest Management Act?

The Forest Service is revising one of these forest management plans in the Lincoln National Forest. In this new revision, they have advanced two new wilderness areas. And at one point, we're looking at 54 wilderness study areas. The wilderness area is supposed to be designated on lands where there it is untouched by the hand demand.
