Beth Mindenhall is an assistant professor going on Associate Professor at the University of Rhode Island. Her PhD is in international relations, so she was born for this conversation. The United Nations Convention on the Law of the Sea or Unclose creates all the basic rules for who can do what and what parts of the ocean. It gives coastal countries exclusive sovereign rights over living resources like fish,. And it gives them the exclusive right to build structures like offshore oil rigs or wind turbines.
