Is It Possible to Cut Capital Expenditure?

I think it's completely untenable. I mean look the big difference now is that people have seen the consequences of not investing. You know if we compare ourselves to other European countries we have always under-invested and we are seeing it. That's why people feel the country is working. The idea that you would even think about driving through further cuts suggests to me that the government is completely divorced from reality.
