Is It a Public Private Partnership?

The agency's auditor told me that they only care about the money they can spend. They don't care about the taxpayer. Get to the tace wisoror farma, they get to commit all these crimes and pay a pittance of the penalty. Who's to lose her in that? The tax rier? The people ther oell protect. I call it a public private partnership because i think they're making the deals ahead of time. You know, we'll do this, we'll make this much we'll made this much money, and we'll kick back this to you. It's all the game.
